NCHR Monitors the Case of Dr. Mohamed Zahran

The National Council for Human Rights (NCHR) is closely monitoring Case No. 5773 of 2026 (Supreme State Security Prosecution), in which Dr. Mohamed Zahran, a union activist engaged in teachers' affairs, is under investigation. NCHR is following this case per its constitutional and legal mandate to monitor the human rights situation and the protection of public freedoms.

In the context of its follow-up to the case, and while reaffirming its full respect for the independence of the Public Prosecution and its non-interference in its work, NCHR emphasizes that the defendant is presumed innocent until proven guilty by a final judicial ruling. It further stresses that the guarantees of a fair trial, foremost among them the right to legal representation, access to the case file, and the ability to exercise all legal rights and safeguards, constitute the fundamental pillars of justice and the rule of law.

NCHR also reiterates that pretrial detention is subject to the legal safeguards and conditions prescribed by law and should be resorted to only when strictly necessary for the purposes of the investigation. It further underscores the importance of periodic judicial review to assess whether the grounds for continued detention remain valid, as well as the expanded use of legally prescribed alternatives to pretrial detention whenever the relevant legal conditions are met, in line with the provisions of the new Code of Criminal Procedure and relevant international best practices.

NCHR reaffirms that it will continue to monitor developments in the case within the framework of its constitutional and legal mandate. NCHR also expresses its confidence that the ongoing judicial proceedings will ensure full respect for fair trial guarantees and the rule of law while safeguarding the rights and freedoms guaranteed to all citizens.
